Grant Guidelines & Policies

Eligible Organizations

All applying organizations must have a Federal Employer Identification number (EIN) and be a recognized 501(c)(3) organization with an IRS Determination Letter, or an equivalent entity, including a federal, state, or local government agency.

Applicants shall not discriminate against any member, person or other user of its facilities or equipment on the basis of age, race, color, sex, or national origin, or any other class protected by applicable law. 

Ineligible Organizations and Projects

  • Individuals or personal requests
  • Organizations without nonprofit or governmental status
  • Programs that do not align with our mission areas
  • Political or advocacy/lobbying activities
  • Retroactive funding for completed projects


Eligible Projects/Activities that can be Considered for Funding

  • Firearm safety and education programs
  • Youth shooting sports programs
  • Amateur competitive shooting development and training
  • Law enforcement training programs and equipment; law enforcement range improvement projects 
  • Hunting, conservation, and outdoor heritage programs
  • Community marksmanship programs
  • Second Amendment education
  • Range improvement projects
  • Preserving the Second Amendment


Ineligible for Grant Funding

The following types of projects or items are among those not eligible for 1791 grant funding:
  • Generally, overhead, administrative expenses, and salaries are not covered by grant funding
  • Deficit financing, i.e. payment for something already purchased, work already started or completed, or reimbursement for an event that has already taken place prior to grant approval by the Foundation
  • Projects for commercial ventures, i.e., private businesses
  • Multi-year funding of projects 
    • Requests must be submitted for consideration each year for that year’s costs only
  • Requests tied to raffles or other types of fundraising—the mission of the Foundation is to support programs, not fundraising activities


Reporting and Recognition Requirements

Final reports are required for all grants awarded. Successful recipients will be sent the final report form after the award is funded. Reports are due six months after the completion of the project or program funded. Receipts and paid invoices are required to account for all expenditures of grant funds. Funds not used for the purposes stated in a grant request must be returned to 1791 Foundation and may not be retained for other use. Final reports must be completed before a new request can be considered. 

The 1791 Foundation requires recognition acknowledging the Foundation’s grant support. Recognition may be in the form of webpage postings, social media posts, newsletter, e-blasts, magazine articles, press releases, testimonies, and videos. These acknowledgments are to be included in the final report and in a format described by the applicant in the application and as required by the Foundation as part of any grant approval. 

Required Documentation

  • The organization’s IRS W-9 Form, signed and dated in the past two years
  • 501(c)(3) and equivalent organizations must submit their IRS Determination Letter
  • The organization’s most recent 990 filing, if applicable
  • Board of Directors and key employees list, if applicable
  • Range or capital improvement requests will be required to provide:
    • A copy of the deed or lease
    • Proof of building permits and local jurisdiction approvals for the project or, if not required, an affirmation that such is not required
    • For range or capital improvement requests, estimates, photos, blueprints, and renderings may be added.
